Is it the Browser or the window blinds that gives it that transparency?
Where can I get it?

The browser is just Firefox and I'm actually not running window blinds. The program that lets me make my browser (or any window) transparent is called ShellEnhancer. You can get it here http://www.nuonsoft.com/shellenhancer/.
