im new to this, can ya tell me how to instsll it it just comes as the windows sign an when i click it it says open with

It's easy. Just download the Bootskin program and download the skin into your Hard drive. Install the Bootskin program and click File and select Import from file... Click the downloaded skin, it will be highlighted, and click on Apply. And that's it.
