I rate this a 9. I really like the fact that the cursor is visable enough to see when you are over a hot spot or not.
Going transparent is great so you can see whats under the cursor.

Like your work a lot. One suggestion though, when you hover over a link and the cursor flashes i find it a bit abrubt, if you made it so when it faded down it faded back up instead of repeating the animation right then (causing it to flash from 100 to 0% transparency) i think it would be a bit less distracting. Overall awesome work, hope you don't mind my constructive criticizem.

I offer you to install winXP.
Then you can use bootskin,objectDock(my original category),DesktopX,logons and more .....
WinXP performance is very higher than 98 in every fields.
