You do need iconpackager. Just import them and apply them.

If not yet done so, install iconpackager, import the download package and apply them

Wow, these are great! Very similar to your Holding IP from years ago which strangely disappeared from the wincustomize library.

You may well be right. I had these ion my library and considered them not to be finished. So I did rework and them and finished them. As it appears I indeed already had submitted the base set as holding...
