Have you ever played Max Payne 2? There is a psudo-TV show called "Address Unknown". It's too twisted to explain, but there are elements I think you might be interested in porting over to a Boot/Logon screen.

More accurately, there is a scene in the game of a funhouse based on the show. It has better elements you could use.
