1) Make sure you can see file extensions.
-In Windows Explorer go to Tools>Folder Options...
-Go to the view tab.
-Uncheck "Hide extensions for known filetypes."
2) Rename the bootskin that you downloaded (WOW.bootskin) to WOW.zip
3) Unzip the file using a file extractor (I recommend 7-zip.
4) Now just re-zip these files into a zip directory named WoW.zip
5) Finally, rename WoW.zip to WoW.bootskin
6) Then open the file and apply!
I hope this helped everybody, this is a fancy bootskin indeed!
