I simply converted the jpg to a bmp. Then I changed the .ini file accordingly. It previews and bootskin recognizes it now. I also borrowed a progress bar bmp from another which is sort of silvery and matches quite well (and changed the .ini again accordingly). However, there still is no little "slot" for the progress bar to travel through. Cavan is the bootskin guru and he'd be able to tell you how to tweak some items.

It has to be a 4-bit .bmp in order for it to work.

With a jpg image it would never have worked, does not even show up in list in bootskin. You would not have been able to see the preview of it let alone apply it and reboot to test it. It is your responsibility as a skinner to make sure it works before you upload it for others to use.

You should delete it and reupload if/when you get it fixed. This will save others from downloading a non functioning skin.

But why leave a submission that won't work at all? It's pointless. You should really listen to Cavan's advice.

If it doesn't work, it might be a problem with the color settings - which I don't have time to change right now as I have plans for the next few days.
