Edit: I've found a program called AniUtil.exe in the cursorxp folder... I'm guessing that's what I need to animate them. I still wish I could do it from inside paint.net though.

Then when import image into CursorXP tell it how many frames image has and set animation rate in ms.

I'm trying to get another cursor set in called "Alpha Triangles" which has Alpha Transparencies and animation(Although not as many animations as this one).
Check it out if you get a chance.
