No it is free like all the rest. I am not sure what the problem is that some are having it downloaded fine for me.

No problem here........zip does contain cursorxp theme file, using it now.

Seems lately there have been trouble with downloads at Wincustomize.
If your having trouble with a download, sometimes it helps to right click the download link and save the target.

Still works for me. Make sure that you have CursorXP because it is in that format.

Okay, for everyone who can't get it to work the problem is the ZIP files compatibility. I know for a fact the ZIP application built in with WindowsXPLegend012 DOES NOT WORK on this file. I do know that WinRAR DOES work, as I just unzipped to folder using that and it worked. Hope this helps everyone. BTW, nice cursors.
