Norton is just doing its job - something is running a script that uses the run command, it's up to you whether you trust it or not.

How come the desktop themes I download I cant open after I have saved them to My Documents out of 5 downloads I have one that works.

The widget loads, but it doesn't function. Hitting the button doesn't open up a browser window or anything.
