Thanks Nutshell, Martin, Monster_Truck and Frogbog.
Brad, the Performance Meter plugin gives you the option to use a bitstrip image for the meter. So I just have 13 different images tiled and "animated" by the plugin.
The biggest challenge with this widget was to get the battery/AC power indicator to work. It still doesn't work 100% of the time, but it does most of the time. I'm doing this by polling the charge % value twice and checking if the second value is greater or lesser than the first one. If anybody know of a better way to achieve this, please let me know.

Yea on my plugged in laptop I did end up where it showd the plug but the battery graphics don't show up.

You mean all the time?
What I've noticed is that sometimes the charge reading has some fluctuations once in a while. Ex: the battery is at 62% and is running on the battery. The next reading shows 61%. Then, oops, it goes back up to 62% for a second or two before going back down to 60%. Wha happens then is the plug icons shows up although it's running on the battery. But if there are no more weird fluctuations like that, 30 seconds later it should go back to normal. Also, and I can't figure that one up, I saw once when the battery was 100% charged and pluged in the wall, that the icon showed it as running on the battery. That one is weird, but so far it only happened once to me. The best solution would be to have the plugin get that information (weather the computer is running on the battery or if it's pluged in).
I guess this is the best we can do for now.

it works great, but i cannot get it to stay in the same spot i last had it when i set it to autostart and reboot my computer.
