I see now, it looks like about 20 skins were stucked in the moderation, I wonder why?
Second thing, at the moment I am writing, the last download was about 2 days before, and the skin is rated the day I am writing the comment. I know the icon is not as good as many at Wincustomize, but someone rated it and he hasn't downloaded it at all. So, how can he judge the quality? Remember this thing on the forum Rating skins. The one who's done it should read this.
