Well i've seen a lot beter to be honest but it's not bad. What puzzles me is how you got rid of the bottom field where the shutdown button should be. I had this problem creating my last logon skin (Eureka Seven) But the shutdown button is now in the middle field so that's pretty cool.
You should have at least attemted to re-design the User logon field because it doesn't fit in at all. Also the buttons could use some work.
Instead of editing the background you used to put the name in you simply chose to put it in the "notice" section without any alteration whatsoever. Also where did you get the background? It doesn't look like an official thingy so please give the creator of it some credit.
I'd rate it 2 star if I could.
