also, not only is their only similarity the background, which you did not create, they are different resolutions, and mine was created first if you look at the date here on wincustomize, mine was uploaded before yours

It looks like it is used to convert the skin to .logonxp. So I think it is just another file that is there that LogonStudio reads to load the logon skin, but never really uses. Why do you need to use it anyway?
