i double-checked myself including deleting and replacing with this one. no errors are seen.

cgdmip, did you try to edit the logon with the Logon Studio editor? That will corrupt the file. Or did you try to use another logon changing program to apply it? This logon will only apply with Logon Studio and can't be opened in the LS editor.
