It's easy: Jairo is a Journeyman and he can post stuff without moderation. The ObjectDock section gets the most uploads so they decided that when that happens they won't show up in the newest additions box. Otherwise they would take up all the space (like had happened before) in that area not letting the rest of the skins showing up there.
