EDIT/UPDATE:
ok... so i messed around w/it some more, and it's not doing that problem above anymore. i don't know what caused the problem, and i don't know what solved it... i edited the #'s so they're white, but i didn't do anything else other than shut down and restart OD+ a lot. so... we'll see if it does it anymore or not. i would really like to put a background in there, and i can't figure out how to do it. is it possible? thanks!

BUT!!!!!
I say forget this docklet! Why?........ Because you can already do it . Just make a small dock for your time and place THREE "simple digital clock"'s in it. Make the first one only display hours (h). the second does minutes (m). the third does AM/PM(tt).
You can now change the font size to fit the size of your dock easy. as well as change colors and the font itself All built right in to the default digital clock! No .net needed.

I have all but .net version 4.0 installed and nothing shows up in the .net docklets list. Everything was done as per the provided readme instructions.

I had a loading problem earlier after I tried to install this on a clean copy pc (windows xp). I would add the docklet and then try to load the .net digital clock by clicking on the yellow lightning icon.
You probably only need the first version of .Net framework. Go to the windows update site under optional updates to get a version. Follow the OP's directions but after you add the docklet, don't click the yellow lightning icon. Secondary click it (for most people it's right click). There should be two options, Docklets and Configure. Choose Docklets with arrow and then select .Net Digital Clock. That should give you the digital clock. Configure as you wish. Hope that helps.
