I Don't recall ever creating a Weather.png so I have no idea why you got this problem
The only think I can really do is suggest redownloading the skin, or making sure you have the latest version of Rainlendar.
I actually didn't create this in the latest version of rainlendar because as far as I'm concerned, the latest version causes all the skins backgrounds to tile, making some corrupted. I don't know if there has been a newer update that fixes this, but I will take a further look into it for you. Thanks for mentioning the problem too me
