I have downloaded this several times and each time it doesn't show up in the folder/file. What can be going wrong with it? I really do like this one.

Tiger5901, make sure you unzip the file to the Rainlendar/Skin folder. Then close the Rainlendar program and open it again so it can show up on the skin list.
