According to Karmat it's open source as it's part of the Rainmeter Distribution.....the requirement being to give credit as she's done. In the future please contact a Moderator with questions of this type instead of posting in the skin comments.

Absolutely okay!!! You don't need permission if it's under the above license, though sometimes it's nice if you ask! But you must credit the original author, as PearlDrop has now done.
Rainmeter is a free program, all the people involved in it's development are volunteers and no one charges for creating a skin. Though I guess there are some out there that might. It's a very sharing community.
New skinners usually take an existing skin and use the code or make changes to the colors, fonts and sizes which is the best way to learn it before you can graduate to doing your own code. And then someday, someone will use your skins to start making their own! Also, some people will never get into modding a skin, so what PearlDrop has submitted here is great for someone who loves alot of color but doesn't want to get into changing any code.
It's all okay as long as credit is given to the author (a link to the original is really nice too).
I'm looking forward to seeing what PearlDrop is going to do next!

I stand corrected. I was not questioning the code but the graphics and if it is permissible to use someone else's graphics then nothing wrong was done here.

I now know I could have contacted you but when I posted that I did not know who to contact. There are no links given for mods of particular galleries. I ended up contacting a forum mod because that is the only mod I am personally familiar with here. In other words I would have done it right if I had known the information.

I was practicing and just changed the colors and tweek it up a bit with jewels to make it more colorful, thought I shared with all! Now I know how it's done I can start my own skin...I do have another I'm working on and its my own

You know this is pretty much the same as ABP except for the color and the small designs you added to the corners of the skins. I would think you would need permission from the original creator of ABP to post this for upload. Its nice that you made this to share but its not original enough to call it your own. I went through the files and I see no permission text so unless I missed it I would recommend you getting it from ABP's creator.
