Sorry you're having a problem. The easiest thing to do is open the zip file and extract the contents to this path C:\Program Files\Stardock\Object Desktop\RightClick\Skins. Make sure that in the app you use to unzip the file you have "Use folder names" (or similar option) checked . . . which will create the appropriate sub-folders for you.
I repeat . . . your skins folder needs to have a Polly Carbon sub folder and the Polly Carbon sub folder needs to have an arrows folder and all the files have to be in their proper location for the menu to a. show up as a skin in your menu editor and b. to look the way it's supposed to look.
Also, once you get that part of it together, check out the readme file as it has a few tips on how to optimize the look of this skin.
