Basically what you are changing is Windows Metrics in the Registry editor.
Navigate to HKEY_CURRENT_USER\Control Panel\Desktop\WindowMetrics
Locate "Shell Icon Size" then change it to say 96. (This represent a 96x96 icon size)
Then you will need something to rebuild your ICON cache, I used IconPackager.
This hack will change the size of your icons in or on the desktop, start menu, and explorer windows.
I would recommend backing up your registry just to be safe. Also expect a few problems. One is the spacing of your desktop icons, and the other involves icons being to big for the panel on the left of open and save windows. The spacing problem can be fixed but I don't remember how because I use IconX. I would also recommend using Icons which have 64x64,72x72,96x96 ect. available to ensure a crisp clean look.
