The magnifier on my taskbar (like the desktop manager you don't see there) is one of the Microsoft Powertoys for XP.
This one magnifies all what's under the mouse cursor. Useful for small texts or details in a shot...and for over 40 years old eyes...

Could you direct me to this magnifier ? I have one that attaches to my cursor and I can move it around but It also stops all movement on desktop the same as when You hit the snapshot on hoversnap to take screen shot..I also have days when I cant see small print. Bright colors will also cause this for me.

I meant to ask you..what is that magnifyer on task bar ? Is that just magnifying your task bar only ?
