Guys, its just a screenshot!
Its a visual style, NOT windowblinds and its called "Snow Leopard".
I found it on Deviantart, it installs shell, cursors, wallpapers and icons.

You need to install themeresourcechangerX64-v10 (or 32 if you have 32 bit) to allow visual styles to work.
Then you need to download "Snow transformation pack" i dont know the link, but i got it off Deviantart...search google or something...
be warned, it changes system files, installs Y's shadow, rocketdock, so be prepared if something goes tits up!
