I like that it is really cool. I was wondering how do you get that bar on the top of the desktop? What is it? and how do I get it to work on mine?

Its really easy. Just place all of your shortcuts in one folder. Right click on your taskbar and go to toolbars and choose 'New Toolbar'. Search for the folder with the shortcuts and select it. The just drag it to the top after choosing how you want it to look and behave.
