You need to rename the files to NoOS.zip and open it up. It has the format of
/NoOS/HoverDesk
/NoOS/WindowBlinds etc
it should be just
/Hoverdesk
/WindowBlinds
ie no NoOS folder
/NoOS/HoverDesk
/NoOS/WindowBlinds etc

I got most of it to work. I don't have the icons on the side, nor the pull-down menu bar at the top, but other than that, I love it! LOL

I currently use this theme on my desk top, its absolutely perfect for what Im looking for. but It doesnt seem to have the icon package with it, or it just doesnt seem to work on my comp if it does have it? do you have any links for the matching icons?

could you make a link with the icons,cursors and background that are supposed to go with this package ? I didnt get any of them, and my previous skin was totally different from this one so now everything looks weird 
this suite looks very promising, id' love to get the rest of it !
