That's done in photoshop with some plug-in. Most likely done with kai power tools.It's nothing that great and its nothing mind boggling considering you just clicked a few buttons and made that.

......looks nice to me. I think its a great job...now maybe i dont have the plug-ins but i dont know how to do something as nice as that in p/s
