Here are some wild guesses:
1) This is part of a theme and it matches a cursor and a WB skin. So it would make sense to allow this one.

I know it is part of a theme, that's not the point. You, since you made it, should be the first to admit it took no effort at all. Don't get me wrong it's a cool idea, but It couldn't have taken you more than 2 minutes to make.

Tombala, I apologize... I didn't mean to attack you or your work of art specifically. Anyone who knows me on this site will tell you I'm not like that. I just get frustrated when I spend alot of time and effort on a Wall and want to share it with others on this site, and it gets rejected. I only jumped on this wall because it was the first one I saw when I came to the site and saw that my wall was rejected. It is a nice wall, and it matches your WB very well, and makes a nice desktop. It was just the simplicity of the wall that set me off. I'm sorry again. And I've changed my rating of your wall from a 1 (out of frustration) to a 10 (because I owe you that much). Although I think it's more like a 7.

Wallpaper 'art' is not about the means but the end result. This might not have taken long to make, but I like it... Nice work

No damage done. It's OK. I get frustrated with some things around here as well but, hey, we're not running the show.
You can change your rating back to a 7. I just wanted something relatively simple that will go with the theme. I did not expect everyone to oooh and aaah about it.

I'm glad there are no hard feelings. The wall in question on my part has been upgraded and I've attempted to upload it again. It's called "Ride The Lightening". Hopefully it will show up. Again, I apologize.

I love it..simple or not! Though I can understand the frustration you both refer to! I, myself have made and submitted several walls and they were ALL rejected!! Even the ones made to match a specific set of skins...I made like 5 skins that were all accepted but the matching wall was rejected even though 2 of the skins actually used the wall...oh well...
Tombala, this is awesome! As are the cursors and WB! Still waiting for the double task bar fix, but no big deal!!

Thanks ForsakenOne... I like simple things without too much clutter. I even thought about not having the dots on the wallpaper but then it would not fit the theme as much, I figured.
