I guess, that this is happening to you with other skins too. It is not a skin problem and not Windows ME problem. It must be something else, try to re-install WindowBlinds.

Try to right click in the [Download] link and "Save Target As" in your desktop. Then double click it from there.
You need of course WindowBlinds a utility that you can get from this http://www.windowblinds.net/

First of all make sure you have windowblinds to download these files.
If you want the icons you have to have Iconpackager which you can get from this link http://download.com.com/3000-2195-10146793.html?tag=tid
If you want the logon thing you need LogonStudio which you can get form this link
https://www.stardock.com/products/logonstudio/download.html
If you download and get the messege: Are you sure this is a WindowsBlind File because there is no uis. I don't know how to solve this yet but I'm working on it! Check back in a few....

Let's make it bigger
There are to ways to add a skin to Display Properties->Appearance tab.
You double click the file you have download and it is ready for you to choose it as your "Windows and Buttons" skin
or
you open the "Display Properties->Appearance tab" and you click the "Add" button, you find it in the place you have download it and it is ready for you to use it.
If the one of those two methods will not work for you, just choose the other.

I guess, that you have a Shareware version of WindowBlinds, which doesn't skin the start menu.
I am sorry, there is nothing I can do about it.
