For the "classic start button" i think the best to do is to do a specific .bmp file.
For doing a subskin running fine under 3.51 (so in fact, to be sure, running fine under Win98) the best to do is to convert all your .tga's files as .bmp's, (quiet a lot as i could see), change the transparent colour left by tga's by "magic pink", (perhaps have to redraw some off files too ...) and hold off in the .uis file all "translucent" options which were needed by .tga's for the converted .bmp's ...

Yep, 4.2 supports 9x, but in fact not all features (toolbar icons for instance is not supported and as i'm concerned, animations are not working neither - but it's perhaps a personal trouble - )
