It's a good start, but there are a few things that caught my eye:
The title bar is really big, along with the buttons, and the text of a window ends up underneathe the buttons.
The color scheme is good.
The Start menu and button could be a little better on the eyes.
The window, menu, and start bar text is really bold and small, which makes it hard to read.
As I said, good start! If you decide to update it, I'll be back to revise my comment and rating

Vivid Colors. Nice theme throughout skin. The overall concept is well thought out and looks like a lot of time and effort went into making it. I spent a couple of hours checking it out on my computer and have a pretty extensive write-up for it with different ideas and tips to add a "polished" finish to this skin. Send me an email (my addy's in my profile) if you would like me to send you a copy of the write-up. Why did I do it? Part my vow to give newer skinners some good constructive and positive feedback to help them create wonderful things for the rest of us to use

i agree with macrobaye
it is a very nice skin, though and if you just resize some of the fonts and think about possibly darkening a few of the reds, i think you will be set
try to think of what people will like least in your skin and try to work around it so that everybody will like it
