That's nicely done. Plastik is my theme of choice on my Linux box 
My only suggestions would be make the shellstyles bars look more like the title bars, and use the menu ion bitmaps for the ions on the start menu, also.

Great Job.....Not much that really needs to be fixed. The only thing I think you should take a look are a couple of background colors. First in the Special Panel Content an Second in the Control Panel. This skin is crisp, complete with much attention paid to details of getting things right

Not much to differentiate this from a "Classic" Windows style. Why bother to download it at all?

There are a couple of problems that I was already aware of: First, I've noticed that I have to reload the skin before the correct menu background color shows up in the start menu (I'm using the latest version of Window Blinds, but could this be a bug?...). Second, for the life of me, I can't figure out how to change the background color in the control panel, etc. I'm using the latest version of SkinStudio, but I can't find where to change that color.

Yeah, I have to agree with DLieburn, this is very plain and not too different than the window blind from windows 95 or 98. It's not bad looking, just EXTREMELY plain. Something my grandma would like.

I am guessing you are talking about the mouseover highlight on the Start Menu? Not a bug....you forgot to set the color for it so it uses either the last WB or the default.
To set it....go to Misc. =>Colors => Menus=> Menu - Hilighted background (XP Only)

You have it set at (139, 152, 125) which is that purpllish color your seeing

hit 'submit' too soon. the example is like when you install a new skin and wb pops up that notification from near the clock.

Thanks for the suggestions... I'm uploading a new version with some fixes start menu highlighting works correctly now, the control panel background is correct, and the bars on the shell styles match the title bars...

Nice theme, I've been waiting a long time for someone to port this. There's some good screenshots of the KDE version at http://kde-look.org/content/show.php?content=7998 in case you need inspiration for the start menu.
