Joan, the bar at the very top is ObjectDock. The icons and background are included in the link in the description. Everything below that should get skinned when you install the theme, provided you're running the latest version of WindowBlinds. However, if you're running the shareware version, you won't get to see the progress animations or scrollbars and you won't be able to force a color change.

As for a winamp skin, I haven't looked into what it takes to skin winamp. The last time I tried was back in 98 and it seemed like a hassle. It's a bit too shiny for the theme but iCandy by Judge fits rather well using the default or wedgewood color scheme. https://www.wincustomize.com/skins.asp?library=10&SkinID=972
