I agree with mr weaksid im afraid, too plain and imitant o the original xp, add some diversity and address issues that people have with xp, the start button for instance, i like many prfer it to be a simple flag rather than the word as well- if you address simple issues like that you may even find something i am impressed with! (believe me i am a tight sod when itcomes to chosing skins!)

Nice try, but I suggest you to either make a bunch of changes to it or start with a new idea.
Issues:
You have alot of blue but not enough contrast for things.
Examples:
The start menu is horrible. You put your mouse over anything in there, it just doesn't look well. Plus everything looks too plain, spice it up a little. Make things stand out but just don't over do it.
Try again, eventually you'll make something that people will really like. Just don't give up, keep improving.
