It looks like three different skins combined to make one.
Would like to see it a little more consistant throughout. Just a suggestion.
Other than that, the graphics look good.

I like the taskbar mouse over highlights.
I agree with Phoon's comment about the Start button.
The title bar font is tiny!

I like the large rounded corners but being bitmaps instead of png/tga they are jagged. If png/tga were used so you could alpha blend and use a pixel or two of feather this would be a very sharp looking skin.
