Ross Thank you I understand what you mean, it is a strange issue, to solve this problem, just apply one of the default WB skins and then re-apply again this skin and the problem will disappear. 
DrJBHL User picture change with Windows 7, but not with this skin. The reason is that I wanted the XP users (the majority), to have the new style Vista/7 start menu.
