Can't apply this Texture it is only jpg image.

I love this! Seems I'm also having the same problem making the tga files into webload files- so that they automatically upload as a texture into Windowblinds. I tried Skinstudio, but I'm afraid I ended up making windowblinds instead of textures..arrggh!
How you can apply this as a texture is to save the file to your desktop, then open the Edit section in the Textures area of Windowblinds. Click on "Create Effect". When that box pops up, select, "Create New From Image". A Browse window will open for you to select the file from where you saved it.
Select the image and a new window will pop up allowing you to tweak the scale, tile the image, etc. Once you get it to how you want it, click, "File", then "Save Texture". It will appear in the Edit preview thumbnail pictures.
Choose, "Set all textures to Window Frame textures" and the new texture will appear on all aspects of the Windowblinds- task bar, Start Panel, etc.
Go back to the main Textures screen, and notice the new texture appear in the menu
