Do you mean the three-way toggle? You can view the source; in the taskbarskinjs.js file, the TogglePLView() function handles the event of clicking the 'PL' button. It just keeps track of what's open, then closes it and opens the next thing. You could actually make it n-way toggle (which I was considering, so you could also have audio controls and video, but I got lazy!).

This is nice but only for Non-XP users, which make up more than half the site. Otherwise clever

oh, it only LOOKS like it's part of the toolbar, not embedded in it. I knew about the 3-way toggle. I just misunderstood, this skin got me confused...

I'm sorry, I guess I wasn't clear enough in the description. I thought "...Windows 98 toolbars, so it looks like it's a part of it" would explain this, but for further clarification to future users, please read Reeses' previous comment.
