The Dude, simply go into WorkShelf Preferences to the Theme Management page, choose the Import from Zip button (the box with arrows pointing outward) and browse until you find the downloaded zip for this theme and let it unpack it for you.

Ah, because these are NeXuS ONLY themes (i.e.; no companion theme for the shelf, NextSTART, etc...), you won't see them on the themes tab of WorkShelf, which only lists complete shelf themes.
Best way (there are other ways) to see and apply NeXuS only themes is through the Dock Style Editor (right click on the control tile of your dock, select Dock Style Editor, then 'Themes' in the pull up menu).
Don't forget NeXuS is compatible with backgrounds made for other dock applications - you just have to put these backgrounds in sub-folders of the main c:\program files\winstep\NeXuS\Backgrounds\ folder and apply them to NeXuS through the Dock Style Editor.
