You can load the free version of WinStep NeXuS
http://www.winstep.net/nexus.asp
and open NeXus preferences, Themes, import... 'Reflect.zip'

I have the full version of extreme. I opened the zip file a placed the folder "Reflect" in my Winstep/Themes folder. It does not show up in my Themes list in workshelf though, nor does it show up as theme choice for a dock.
AHHH, however when I use your method it DOES now show up as a dock theme, but not a shelf one.
