here is a workaround till Xiandi can fix it.
Open your themes folder ( c:\users\public\documents\winstep\themes ) you will find the Comet and Comet2 folders. Open them and you will see same folder name under it. Therein lies the issue. Copy that subfolder out somewhere then delete the original folder (subfolder and all) copy the one you moved out back to your themes folder.
You will then have.. c:\users\public\documents\winstep\themes\comet and comet2 folders. In those folders you will have just the image files and config files with no subfolders.
Clear as mud?

I fixed it and it's in mod. I'll see if I can ask a mod to give it a shove.

I cannot get the files to install. I have tried double clicking and importing through the Winstep interface!
