They're not designed to be anything but desktop level (i.e. these are essentially animated icons).

Well, that may be the case... but it's a bug none-the-less. I'm not saying its the fault of your icons, silly. I love the animations! But I do have a theme ready to go that uses these type of animations *not* on a desktop level, and that silly bug drives me crazy. Thought you might know someone that could help with that...

It's not a bug just because they're at a different z-order than you want them to be.
