Ebi&Paradise the theme runs in DesktopX a free to use software by stardock. If you already have it then its too easy. You can do it by any one of the following method...
and if you don't have then just download it free from Download.com or buy it on stardock.com
1) Right click on Dxtheme file and go to properties. Now Click on "Change" button in front of opens with. Then select DesktopX from the list of programs and load it by double clicking.
2) Rename the file and change its extension to .desktop so that it will become "The Ease of Elegance.desktop".
3) Right click on DesktopX icon on your systray then click on configure desktopX. Next click on Load a Desktop. Click on Browse and just go to extracted folder. Then select this theme file and you are all done.
