1. Click on volume icon in system tray and click mixer

1. Key in "sndvol.exe" (without quotations) in a run dialog box or command prompt window
2. Load Dream
3. Mute DreamScene
That should do it.

Since you have Deskscapes installed, I assume you already have Microsoft Dreamscene which comes with Windows Ultimate, in which case, you can just download the original video from the EVE Online website and use it as your Dreamscene video, bypassing Deskscapes altogether. Dreamscene ignores the sound that comes with the video file, so it runs silently in the background.
Of course, this doesn't work if you bought Deskscapes (I'm pretty convinced that it's not worth it for simple videos with not additional Dream content) and you don't have Dreamscene because you are running another edition of Vista.
