Technically, I did "create" this Dream. It's not like 2kGames was putting one out.
What I did probably isn't far off from what you did chaorendabusi. If you used a pre-existing official windows wallpaper and then added video effects using an effects program, as long as you are giving credit to the tools and origional wallpaper creators, yours should be up here to.
I've seen some of your Dreams and they are really good. I'm not sure what you are upset about. This is my one and only submission. I'm not up to your level of expertise yet, so please don't try to hinder my progress by slandering my work. I'm just a noob, cut me some slack

Thanks for helping to clarify.
I just wrote to 2kGames to get either their permission or cease/desist ruling.

No offense SingleCrow, but this work has a terrible loop and is horrible as a dream. I found myself feeling sea-sick with the rapid bobbing up and down, the bright flames and dropplets of ?? hitting the screen and then disappearing at the loop didn't help either. How somebody could give this THREE stars is beyond me. HOWEVER it is a good attempt for a first time, but I don't think rough drafts should be allowed here anymore. This should be a place for final works.

My origional idea was it would be a nice screen saver, since it keeps the screen very active and you aren't having to look at it very often. But I don't have the tools or knowledge of how to make a screen saver. I was lucky I was able to make this Dream run as smoothly as I did. I really need some professional programs, which I can't really afford. I tried making another Bioshock crash dream that was longer, with a smoother loop, but the video got so laggy after the conversion it wasn't worth even half a star.
To put everyones mind at ease, I have urged 2kGames to make a Bioshock themed dreamscene wallpaper. I'm hoping for something like what I made, but a perfect loop and maybe not so much bobbing for the spacial-orientation challenged. Hopefully also something with a "Big Daddy" and "Little Sister" walking around the desktop.
Just curious Fromeye2u, but were you one of those people that got sick at the movie Saving Private Ryan? I'm guessing so. Hey, on the plus side, you could always just freeze the dream and use it as a cool looking still wallpaper.
Thanks for the input guys. The only way to learn is from criticism, right? Any advice on good editing tools would be greatly appreciated.

The opening scene of bioshock is too nice to be wasted.

It's a good idea, but a bit too choppy and short and I really don't like that you put the link at the top, that's a bummer. Otherwise pretty good.
