I can't find an IP file in the download just a directory full of ico files and an iptheme file 
and I would like the full set they are great.

it's a real nice set of icons, but after i downloaded it some icons where missing (the folder with the fish and all icons for personel stuff)

The folder with the fish Icon is for "my Picture".you can find it in "My documents" folder.
Can you see it ?
