OK, I am an idiot. I'm sure this is a user error 
but how does one get this going?
I made a folder in the docklets folder and unzipped it. I should just go to configure then create and it should be there, right? Might just unzip it again or something.

I'f iTunes didn't just come out for pc too, I'd prolly be using this the only thing I don't care for is it screams "chrysler" to me, not so fond of the colors, but whats important is you got this to work, impressive.

stockholm syndrome make sure there is a folder called MP3 in your Docklets folder. This should contain at least the folder defaultskin, the files audioplay2.func en mp3docklet.dll.
So it should be like this:
ObjectDock
|+Docklets
|+MP3
|+defaultskin
| |-anim.png
| |-onpause.png
| |-onplay.png
| |-off.png
| |-skin.ini
|-audioplay2.func
|-mp3docklet.dll
