Hi jakethemanclark,
This file is just a zip file that contents 2 jpeg files.
Unzip it and then right click on your desktop and get Properties->Desktop->Browse, find the place where you have unzip the jpeg files, select one of them and after just hit the button Apply.
That is all

i kept checking my skins section. yest, it was: WAITING APPROVAL
but now, its not there. does it mean that is was disapproved??
