been looking for this for some time for my Windows Seven PC, thanks so much!
works perfect without any problems, and looks even better on Win7 if thats even possible.
use windowsblinds to apply, worked for me perfectly.

don't want to be a noob. but i'm not sure what to do, i put the file on the desktop in win2k and its a unknown file i'm not sure what to do?

You need to download WindowBlinds. Once you have WindowBlinds installed then you can double click this theme from your desktop, and it will install into WindowBlinds.

If you have Windows XP, what's the point of this skin? However, if you have Windows Vista or 7 and you miss the XP Luna theme, it'd be perfect.

People complaining about this are doing so because this theme was created in 2003, when XP was modern already. Now thanks to Windowblind's backwards compatibility, this theme works great on later versions of Windows.
