I love the bright colours! Wow! It's really uplifting. Don't change a thing about the colors, it's perfect! Beautifully done.
Only a few little things though. I think the start menu mouse overs, and the More Program menu could use a bit more touch; it's a bit bland right now. Maybe something like on the regular menus? With the breen bar on the left? But then too, I think the mouse over could be a bit more than just a plain solid blue.
Also, the watermark images in the special folders should be faded a lot. They stand out way too much like this and make it hard to read the icon text on top of it.
But still, overall it's great. I gave you a rating of 9.

I have over 500 skins, and not one of them is better than this one.
The people who gave this skin a low rating probably didn't use it. It's very satisfying and very usable.

my personal advice is to get rid of the bright green "buttons" on the task bar as they seem too overpowering to me, and I'm also not a huge fan of the start button. again, just my opinion and regardles I reall like this skin.
